Since Creed did not belong to aristocracy, he had no choice but to start from bottom. If he had already been an aristocratic member, then with his Solar Plexus Chakra they would have assigned him the Imperial Aristocratic status. Sadly, that was not the case. 

Though the aristocracy might seem easy, it was much elaborate than Creed ever imagined. The head of the family defines the status of the family and cannot be changed in the future until he is alive. Other members of the family will get their status based on Creed status until they attain their own.
