Since the river was what the Queen was after, it only made sense that a lot of the soldiers involved were there, protecting it. Gwen had not seen it but she could imagine that it was practically lined with people. To think, the Queen of a country was so embarrassingly money-hungry that she was willing to take over an entire country just to get what she wanted. It would make more sense if it was a government official or a noble, but the ruler of the country. It was surprising how thick her face was.

And since Paria-Drae assumes that Estril has such a small army that all their guards must be trying to protect the river, they think that they can just pass the border and basically walk in.
