Most houses that were burned down can be restored, not completely destroyed or disabled for use. Starting a fire is the simplest and easiest way to make a diversion to attack or invade, which is why in my ascension I changed the protocol for fires. Guards, combat medics and firefighters are notified and dispatched to the scene. Not all, obviously, just a part of each to speed up the identification of the danger, whether it was an accident or deliberate.
