At 85% that means the city is already roughly complete, with all the essential infrastructure already built and finished. The rest of the percentage were probably just some non-essential stuff, like ambience structures and others. All that the city needs is for the people to come in and start operating these city and infrastructure and that is about it. Naturally that would be solved in a few days times, when the border will be opened and all the staff will be delegated here.
