Chapter 120 The Lost Legend

The Council of Thirteen is made up of 13 of our post powerful and influential leaders. Each one is only addressed as their seat and their seat is also their rank. For example, Number 4 is stronger than Number 9 but not as strong as Number 2. The seat of Number 1 is held by the leader of the council and is only allowed to vote on a disbute in case of a tie. Also, they have employ various packs to help with their investagations and uprisings known as the Cabinet. There are thirteen of them broken into 3 groups. 6 Inquisitors, those tasked with investigating and weeding out criminals. 6 Enforcers who are tasked with assistanting the Inquisitors with arrests and stronger packs. And finally, the strongest of this group, only referred to as Number 1. This group is only brought in with the hardest and most influential cases and criminals. They have full rieghn and authority of the council. Like the council no one kno
