There is a famous saying that goes, "Where there's smoke, there's fire." It means that if there are signs or indications that something is wrong, there is probably a bigger problem at hand.

Reagan had a feeling that something was off as soon as he entered Lumiére's office. Because First, Lumiére was known for being an organized person, but his office was a complete mess.
