The Council of Thirteen is made up of 13 of our post powerful and influential leaders. Each one is only addressed as their seat and their seat is also their rank. For example, Number 4 is stronger than Number 9 but not as strong as Number 2. The seat of Number 1 is held by the leader of the council and is only allowed to vote on a disbute in case of a tie. Also, they have employ various packs to help with their investagations and uprisings known as the Cabinet. Did we leave the window open? I think to myself as a cool breeze dances across my face. Beside me my mate snuggles closer to me, shivering slightly.
